I see several problems with this solution:

(1) I don't know XML.
(2) I don't know what Jabber is.
(3) I don't even have NT; I was using Windows 98, though I'd
    prefer a platform-independent solution.  XML may fit that
    qualification, but see (1).

That sequence of words you just said somehow tells my brain that the tools
you describe might just be good for the job, except remember that all I'm
trying to do is create a program that looks like a 1980's BBS system that
some 16-year-old might have programmed for MS-DOS.  We're talking
unthreaded message boards, a small text file archive, line editors where
you save by typing "/s" on a single line, that sort of thing.
