I get the behavior reported by Michael Neumann, because on my machine
"TCPServer.new" without a hostname specified apparently uses IPv6:

	irb(main):002:0> require 'socket'
	true
	irb(main):003:0> s = TCPServer.new(60001)
	#<TCPServer:0x88cb8>
	irb(main):004:0> loop {s.accept}

then

	% telnet localhost 60001
	Trying ::1...			(<= IPv6 representation of 'localhost')
	Connected to localhost.
	Escape character is '^]'.

and

	% telnet 65.3.200.83 60001
	Trying 65.3.200.83...
	telnet: connect to address 65.3.200.83: Connection refused

further

	% netstat -f inet6
	Active Internet connections
