I uninstalled the InstallSheild version and pulled down the source
from: http://www.ruby-lang.org/en/download.html

I was able to build ruby with the MS tools. I'm running VC 6.0.
I used the make file from the win32 directory and it build without
a problem.

It has also seemed to fix my problem the FTP object.
