Before I say anything, I'd just like to say, anyone that thinks there's a 
better way, please tell me (as David is doing).  A different perspective is 
always helpful for such things.

I realize that I wrote on the wiki that people could post stuff, but I'll 
change that because of this.

I will explain this on the wiki also.  The "NeedDiscussion" will contain a 
short summary of the proposal and it's status.  If you look at #U001, it 
gives a summary, archive references, and a status (i.e. posted to ruby-talk, 
archive # blah).  This is for the following reasons:

  1) I need reminders too ;)

  2) These are items that still need discussion (on ruby-talk)

  3) People can see what's being discussed without searching archives (not 
the content of the discussion, just the basic summary)

  4) It's a "staging" area.  A request will begin life on ruby-talk.  I will 
create the summary, necessary refernce links, and status.  When the proposal 
is accepted (or denied), I will leave a "stub" stating that fact, and move 
the summary, archives, etc to the correct location (i.e. RubyProperRCR) 
where it can be dealt with.  The number, #U001 for instance, will change to 
#A001 or #D001, depending on circumstances.

With this area, everyone can know what is outstanding and "needs 
discussion".  I'm trying to avoid things getting lost or forgotten, everyone 
deserves some kind of resolution, even if it's a denial.  It's not an area 
for a public discussion.  The actual discussion should be done on ruby-talk.

I hope I've explained this well.  I'll post this to the wiki, if you have 
more questions or this still doesn't make sense (or just plain sucks), tell 
me what will work.  Maybe I can change the name?

Sorry for any confusion, it's my first day on the job, and it's been a rough 
one ;)
