Subject: [ruby-talk:10197] ctags and SciTE

Made some quick changes, now you can use ctags with emacs, and SciTE 
will parse ruby properly. (I can't get SciTE to use the ctags yet.)

the page provides ctags.patch  a unified patch applied against ctags-4.0.3
and
python.properties
which should replace the same file in your SciTE dir.
