Subject: [ruby-talk:10763] PEP ? Ruby

Just a few questions.

Is there a common way to submit a proposal for changes or features addition
in Ruby ?
Is there something formal like a Ruby language committee or something like
that ?

Where should the code, examples or papers submitted ?
