First off, thank you ;)

Let me say (and please, hit me with a trout if I'm screwy :), in my mind 
RubyProper does mean Ruby language + built-in classes.  RubyStdLib would be 
the modules (i.e. complex.rb net/http.rb etc) included with ruby, whether 
they are written in ruby or C.   I tend to think that it should be fairly 
obvious in most cases as to what area a RCR affects.  I could definitely be 
missing something though, so let me know.  I think I would have to watch the 
evolution of discussion on certain requests (such as yours) before I was 
completely clear.

Do you have any ideas for the checklist?  I'm not sure that the requestor 
would know for sure where it should go either.  Anyone with thoughts on 
this, feel free to add them.
