as you said.. it depends a lot of what you end up doing in that web-project.

I did a few trivial benchmarks of Ruby against PHP (modruby against modphp).
Just to give a number - doesn't mean too much of course:

We create a 2 pages and call them many times.

the first page prints out the current date and time
and a few strings and then runs a for-loops a few times.

the 2nd page does one mySQL query and prints the result.

I repeat all that 1000 times on a slow and old Pentium 266MHz & Apache.

                 1st page    2nd page
modphp    10.5          22.2
modruby   20.5          32.0
servlet      13.8          42.3

time is given in seconds.. 
I was surprised about the slow performance of the servlet in the 2nd case.. 
If you dig through the mailinglists, you can learn that it's because of the
driver-overheard and if you put in a bit more effort, you can get rid of that 
problem, but I wanted a simple and brute-force comparison.

I hope this helps & comments welcome.
I'd say it simply depends on how computing intensive your web-project
will be and how many people you need to support at the same time, etc.
