I think that this installer for Ruby 1.6.3 was not intended to be downloaded
yet, and may still have some problems. At any rate, you are correct that
"-mwin32" is not a valid compiler option for the standard Cygwin version of
the gcc compiler; just edit the Makefile generated by extconf.rb and remove
that particular option from the CFLAGS. After making this change, the
"uconv" package should compile and link properly.

If problems persist, you may want to back up and use the previous version of
Ruby from here:

    http://dev.rubycentral.com/downloads/files/ruby162-3.exe
