It is my hope that the Ruby Cookbook (www.rubycookbook.org) might
serve as a home for precisely this sort of code - shortish snippets of
useful stuff that're too small for RAA, but not appropriate for RCR.

As David says, "A five-line Array#insert implementation isn't going to
end up on RAA." ...But I think it's perfect for the Ruby Cookbook.

Is the Ruby community interested in seeing the Cookbook serve this
role?  Is there sufficient awareness of the Ruby Cookbook?  Is that
part of the problem?

I have toyed with the idea of adding a feature to the Cookbook that
would allow one to import the text of a ruby-talk message into a
posting to the Cookbook...  Would that help?
