Why not just write a small sh wrapper script to check if the filename
ends in an .rb or not, appends it if necessary, and then launched ruby?

Let's just not go the route of Java where:

j"javac file.java" to compile a file, but
"java file" to execute the file ... this is pure silliness, IMO.
