 Two questions :

 1) I can modify a class variable (with $SAFE >= 4) but not an instance
    variable, it's normal ?

pigeon% cat b.rb
#!./ruby
class Tt
   @@a = 24
   def toto
      @@a = 36
      @a = 12
   end
end
tt = Tt.new
$SAFE = 4
tt.toto
pigeon%

pigeon% b.rb
./b.rb:6:in `toto': Insecure: can't modify instance variable (SecurityError)
        from ./b.rb:11
pigeon% 


 2) why a class variable need to be declared (i.e. a call to
    rb_cvar_declare must be made before a call to rb_cvar_set) ?
