Well.... something like following?

    > ruby <<EOS
    str = "This is a &lt;string&gt; and <string2>."
    map = {"&lt;" => "<", "&gt;" => ">", "<" => "&lt;", ">" => "&gt;"}
    p str.gsub(/#{map.keys.join("|")}/) { map[$&] }
    EOS
    "This is a <string> and &lt;string2&gt;."
