tag_bind results in the wrong Tk call:

	tag bind ...

instead of

	.w000x tag bind ...

Probably some other functions need to be changed as well (tag_bind_append).

Another problem is that ruby seems to crash for me every time a bind-ing
is activated, not only tag-bindings (with cygwin, not with Linux).
