Question about ToDo file

Hi,

Are the items in the ToDo file things that people would like to see
implemented, or items that need to be discussed and further thought out
before being implemented? I haven't really done any internal ruby
hacking so I'm not quite sure what sort of patches are welcome, which
should be discussed first, etc.
