Keyword arguments "spec"

It seems that there are two aspects to adding keyword arguments in Ruby.

One aspect is the calling syntax.  It seems that Ruby 1.9 has
implemented most (if not all) of this.

The second aspect is the method definition syntax.  This is work still
to be done.

The interesting thing is, that as I understand it, this is all mapped
on to the existing method parameter linkages, and is pretty much akin
to what is commonly done with hash parameters today, e.g. in say the
ActiveRecord::Base#find method.

So I've been playing with some code to make it easier to write methods
in Ruby 1.8 or Ruby 1.9 which act like what Matz has described albeit
without the nice definition syntax.

As far as I can find, the latest 'documentation' on Ruby keyword
arguments, in English at least, is Matz' keynote from 2005, in
particular the 4 slides starting with

Is this correct, or is there anything more evolved?

Also I'm assuming that, although it's not on those slides you'd be
able to  write a method like this

def foo(a, b=1, *rest, c: 3, **keys)
  ...
end
