This seems confusing, and I don't understand why it is necessary.  I
don't see the use case in which it will be necessary to specify a
default source encoding that differs from the primary encoding.  And I
don't see why it would be a problem to always use the primary encoding
(even when derived from the locale) as the default source encoding.
