Also, are gems installed only by sudo, or can a user gem collection be supported? Perhaps this is more specific to rubygems itself, but is there a reason why a gem list command (more specifically gem update) lists foreign platforms?
I suppose I have no  reason to install 'mswin32' on my platform, and yet I am constantly offered to update.  Is there a way to filter to a specific platform?

Also, are gems installed only by sudo, or can a user gem collection be supported?

The plan is to have the method exist, and load RubyGems if it is
called.  This way you don't carry around extra baggage you don't need.
