Summary: WEBrick's cgi handler does not emit cookies properly when more than one cookie

Initial Comment:
When emitting several cookies, WEBrick's cgi handler joins them into a single Set-Cookie directive which can't be properly read back on the next visit.
Running the same cgi under apache gives several Set-Cookie directives.
The problem & solution seem to be in cgihandler.rb where cookies should be created separately.
