元が Netscape 社が適当に(細かな取り決めを文書にせず)出してしまった物で
あるためか、確かに現在はまだ rfc 文書等にはまとまっていないようですが、

World Wide Web Consortium のサンプルで Must escape となっている、とい
う事や、

Microsoft も must としている事などから、escape した方が良いのではと思
えます。

なお、escape の対象は、先に書いたように、rfc でも少し変わっており、
JavaScript の escape() の対象もバージョンによって少し異なるようです。

しかし、その中でも -_. の３つは常に含まれているようなので、英数字と
-_. を対象とするのは、無難かと思います。

Perl の CGI.pm も見てみましたが、こちらも英数字と -_. を対象としていま
した。
