Summary: date.rb: DateTime.sec_fraction and day_fraction_to_time return incorrect second fraction

Initial Comment:
The core of this bug is that Date.day_fraction_to_time returns the fraction-of-a-day as its fourth return value rather than fraction_of_a_second as is documented in the RDoc ... As a result, the sec_fraction method also returns the day fraction rather than fractional seconds on the DateTime object

Since I'm sure many people have come to depend on this long standing bug, it seems like the least traumatic change would be to update the documentation for both 

Date.rb Line 426:

  # Convert a fractional day +fr+ to [hours, minutes, seconds,
  # fraction_of_a_second]
  def self.day_fraction_to_time(fr)
    h,   fr = clfloor(fr, 1.to_r/24)
    min, fr = clfloor(fr, 1.to_r/1440)
    s,   fr = clfloor(fr, 1.to_r/86400)
    return h, min, s, fr
  end

and for Date.rb Line 813

  # Get the fraction-of-a-second of this date.
  def sec_fraction() time[3] end
