I've submitted an RCR with a hopefully clear description, and an
analysis of pros and cons of the change (as fair as I can make it.)

There are some formatting problems with the RCR - I'm trying to get hold
of David on IRC to get to fix it somehow.

No patch included right now due to lack of time.

BTW: I've found some literature etc on the hash problem - looks like it
is clearly resolvable.  I haven't tried to prove my own direction for
this yet.
