Well, it seems to be difficult to decide the timing of each Ruby devel
release.  

Maybe, a kind of RAA-based automatically installer is better.  Now
days, almost all PC Unix provide their own package managing systems to
install various softwares.  I hope such mechanism would be included in
Ruby for Ruby-related softwares and be platform-independent.  If such
installer exists, Ruby softwares will be easy to install, furthermore,
the software authors never bother about `How to install' section in
README file.  What do you think?
