It's surely is an important tool. I vote for inclusion.

But if that is not the current plan, lemme suggest something else. How about
splitting Ruby distribution. I know our one of our admins is exceptionally
sensitive to everything unnecessary on the production machine. So I'd like
to see two distributions:

Ruby core, 
with everything *really important* (irb doesn't belong here, I think, but
most of the lib does)

Ruby devel,
with everything almost necessary or at least very useful for playin..eh
developing (samples, irb and few RAA things (like mod_ruby) might belong
here)

Devel would consist of stuff which is distributed separately anyway (if your
admins let you debu..eh look around.. with irb in production environment).
It's just all the interesting packages bundled together for easier
installation.
