It seems Yusuke's trouble. Do you compile gcc yourself?
The CI doesn't relate the problem.
I can build fiddle without CI on Debian GNU/Linux (lenny).
The backtrace in [ruby-dev:41214] is such case.
gcc -v may help you.
It shows the include path.
Debian gcc has /usr/include/i486-linux-gnu in the include path.
So it can find ffi.h in the directory.
boron% cd ext/fiddle
boron% which gcc
/usr/bin/gcc
boron% gcc -v -I. -I../../.ext/include/i686-linux -I../.././include
-I../.././ext/fiddle -DRUBY_EXTCONF_H=\"extconf.h\" -DRUBY_DEBUG_ENV
-D_FILE_OFFSET_BITS=64 -fPIC -O2 -g -W -Wall -Wformat=2 -Wundef
-Wno-parentheses -Wno-unused-parameter -Wno-missing-field-initializers
-o fiddle.o -c fiddle.c
Using built-in specs.
