Experiencing this problem currently. I'm able to enter the url directly into a web browser and fetch the gem, but attempting to install it via 'gem install' results in this error.

I'm trying to install 2.3.8 because I'm experiencing segfaults in the rails3 beta server. This error persists after removing all install gems.
