This is using a subversion checkout, not a git checkout and a normal command prompt (instead of bash). Attached are config.log, config.status and mkmf.log from the ext build directory for tk extension. Steps to reproduce require Windows, subversion, Git and a clone of RubyInstaller build recipes.
