1.9.1 is not a very good version of ruby. It was considered
unstable/experimental.
If it is possible to upgrade to 1.9.2, please do.

However, if that is out of your control. have you checked to see if there
is an older money gem that does work with ruby 1.9.1.

Last thing, this is not recommended at all, but you could pull down that
gem and remove the version conditional.
This is probably a terrible idea, but it might work.
