Probably simply because nobody ever did that. If you implemented it and submitted a patch (with benchmarks proving that it is in fact an improvement), it would probably be happily accepted. (But do note, the sorting funciton Ruby uses seems already heavily magically optimized: http://rxr.whitequark.org/mri/source/util.c#286 )
