Sounds about right, here's the first few runs of the block, and when it 
returns a basecase:

(5,5) (4,4) return water found
(5,4) (4,3) return water found
(5,3) (4,2) return water found
(5,2) (4,1) (3,0) return water found
(4,0) return water found
(5,0) (4,-1) return map boundaries
(5,-1) return map boundaries
(6,-1) return map boundaries
(4,0) return water found
(6,0) return water found
