It should not be too noisy...we could only notify on the original submission
or on all changes...

I just did for both patches and bugs...will ruby-core@ruby-lang.org accept
emails from rubyforge?
Note: They are both notifying on all changes.  If it gets too noisy we could
limit it to original posts but not to activity.
