That is right.  Ruby 1.8 comes with regex.c which is covered by LGPL.
I have to mention that repeatedly to the people who ask me for Ruby
embedding.  It is very tiresome.  That's one of the biggest reason
that I switched to Oniguruma regex engine in 1.9.

I am not opposing to the negotiation, though I don't want to do that
