RubyForge has some bug/issue tracking facilities which might be less
cluttered than a Wiki tends to get.  You wouldn't need to release
files via rubyforge to have a management project, AFAIK.  I'm thinking it
needs to be easy to find if an issue is listed, if it is fixed, etc,
to help people who want to contribute.

But it must fit in with your preferences and those of the
ruby-dev community.  If an English Wiki page would suit you better,
then I'll start one.
