This line seems to be the culprit (configure line 19215):
SITE_DIR="`eval \echo ${sitedir}\`"
I'm building ruby-1.8.5-p2 in a NetBSD 3.0 build environment. Autoconf
is autoconf (GNU Autoconf) 2.59.
I can reproduce the behavior on the command line:
[root] / <0> sh
# sitedir="foo/bar"
# SITE_DIR="`eval \echo ${sitedir}\`"
# echo $SITEDIR
#
