Summary: Date parsing bug with patch

Initial Comment:
Date._parse in Date::Format was not parsing this date format correctly:

20070515034832.143[-5:CDT]

I have fixed the problem with a small patch; however, I don't see any tests for Date::Format, so I'm not sure if it broke anything else.
