Initial Comment:
When you use the command File.stat( fileName ).mtime, it returns the date of the file + 1 hour

There is the same bug with the command File.stat( fileName ).ctime

This bug did not exist in the 1.8.3 version.

I cannot duplicate this bug with 1.8.5 or 1.8.6 on any platform. If it did exist, it doesn't any more.

This may have been a DST bug, but without further information I vote to close it.
