Summary: Bug in IRB::Context#verbose? 

Initial Comment:
IRB::Context#verbose? won't return a value if the verbose member variable is not nil (such as the case when the verbose flag has been set manually). This means that you can't force verbose output when using alternative input methods.

This patch fixes that bug, and also adds the capability to manually control whether prompting is enabled or not.
