We don't know *yet* where the bug is.  It is the problem.
Concretely, I'm concerned that the check causes false positive or
build error in some peculiar environment or configuration.

Sure.  I agree with the check itself.  It is nice feature.
But new feature should not be included in 1.9.2.



Though I think "or GPLv3" is much better if matz allows,
I'll commit the following patch unless there is objection:
