Subject: [ruby-core:30656] Promote RubyInstaller as better alternative in ruby-lang.org

Hello,

Two days ago we released final versions of RubyInstaller, the
successor of One-Click Ruby Installer packages.

On this released, we provided installers for major stable versions of
Ruby: 1.8.6, 1.8.7 and 1.9.1

Also, we are going to provide experimental 1.9.2-preview3 today to
help out with the debug and QA process of Ruby.

At this time, the recommended download for Ruby for Windows is still
old One-Click Installer the binary packages that lack some
dependencies:

We would like to ask to change that and provide links to each of the
individual versions I've indicated before and are listed here:
