現在 Ruby 1.8 系で生きているのは 1.8.6 と 1.8.7 です。
また、1.8.7-p249 は 1.8.7 での最新のパッチレベルですので、現役です。

なお、Ruby 1.8 系のリリース計画・メンテナンス状態は以下とか。

なので、Secunia 側の誤りでしょう。
