If you've not yet investigated Yura's `require` enhancement patches (backported to 1.9.3 for Windows and *nix) here are a few ways to quickstart: 

1) Build https://github.com/thecodeshop/ruby/tree/tcs-ruby_1_9_3 (includes other performance enhancements)

2) Rebase https://github.com/thecodeshop/ruby/tree/cached-lp/ruby_1_9_3 and https://github.com/thecodeshop/ruby/tree/cached-lp/ruby_1_9_3 patch branches on top of https://github.com/thecodeshop/ruby/tree/ruby_1_9_3 similar to how I do for a tcs-ruby release https://groups.google.com/forum/?fromgroups#!topic/thecodeshop/wxDg9xTMHW0  You can also rebase the two branches against a more recent ruby_1_9_3 before combining if you want a newer 1.9.3 frakenruby

3) Download the latest tcs-ruby Windows binary https://github.com/thecodeshop/ruby/wiki/Downloads 

I also believe Yura maintains an (integrated) RVM patch containing the same `require` enhancements; he can correct me if I'm mistaken.

Yura's `require` enhancements have been part of the tcs-ruby releases for months and we've had no reported issues.
