List: ruby-core #29166
Bug #3063: document error in IO.new rdoc
http://redmine.ruby-lang.org/issues/show/3063

Author: Heesob Park
Status: Open, Priority: Normal
Target version: 1.9.x
ruby -v: ruby 1.9.1p376 (2009-12-07 revision 26041) [i386-darwin10.2.0]

In IO.new rdoc, textmode and bimode flag explanation is reversed each other.
"b" should be "t" and "t" should be "b".

Here is a patch for SVN.
