I was getting something similar

when I built ruby from the e drive, with tcl installed on e:\Tcl

Judging from this line:

-Wno-parentheses -Wpointer-arith -Wwrite-strings -Wno-long-long  -o
stubs.o -c stubs.c

(note the -Ic:/Tcl/include --that directory doesn't exist)

that it appears to have a hard coded c drive prefix?

Anyway moving Tcl to my c drive (and putting c:\tcl\bin into the path)
appears to fix it.  irb exits appropriately, all is well except that
for some reason after a

require 'tk'

a mysterious blank window pops up, but that's a different story I suppose.
