I would recommend isolating these obsolete constants in a separate
file which would, if autoloaded issue a warning that they are
obsolete.

If an option :TOPLABEL or similar is detected in the constructor of
Parser, it would be ignored and a warning would be issued.

Maybe someone can explain to me under which circumstances someone
would want to use a these Regex or a different parser than the one
corresponding to the RFC? Are there any example of actual usage of
these?

In any case, does the desire to support these Regex/constants that
have been obsolete for 5 years supercede the need for the library to
parse URIs properly?

Are there other incompatibilities?
