As a general principle, that is correct (see for example, Lua).
My understanding is that this is a request for the complete implementation
of an existing feature, i.e Onigoruma.  As far as I can see pcre
does implement this

Apparently PHP 5 has Oniguruma, but I can't see if it implements this
or not, but my blunt use of Google suggests it uses pcre to do this.
