For the 1.x series of Ruby releases (which can't have Ruby 1.10 per
policy, IIRC), this would be safe, but I would recommend using a
larger integer value in general (either 10* each part's value or 100*,
plus a patchlevel value). So 1.9.1 p 234 would be 100900100234. It's a
bit larger than you'd expect, but you won't have collisions.

Alternatively:

RUBY_MAJOR
RUBY_MINOR
RUBY_SUBMINOR

These mirror RUBY_PATCHLEVEL.
