Hi,

Just a reminder that many of the Unicode path failures on
Windows reported in Bug #1685 [ruby-core:24010] are still
present in the latest 1.9.2dev (svn rev 26764.)

Failures include Dir.mkdir, File.stat, File.exist? and
Kernel#test.
