Subject: [ruby-core:28255] adopt ffi over dl?

One thing to consider might be to adopt ffi internally in the place of dl.
Sounds unsultry, I know, but it would allow for more cross VMness and
consolidate efforts (instead of having two teams working on two
different similar pieces).
Anyway just a thought.
