That's just a warning... I think the actual issue is:

Looks like the ruby that is generated for a gem spec isn't escaping
the quote character correctly. But it doesn't look like that in my spec:

that looks fine. OK. I have a repro.

% ruby -v -w -rubygems archive-tar-minitar-0.5.1.gemspec ruby 1.8.6
(2007-09-24 patchlevel 111) [universal-darwin9.0]
# works fine

% ~/Work/svn/ruby/ruby/ruby19 -v -I ~/Work/svn/ruby/ruby/lib -w -
rubygems archive-tar-minitar-0.5.1.gemspec
ruby 1.9.0 (2008-02-19 revision 15546) [i686-darwin9.2.0]
archive-tar-minitar-0.5.1.gemspec:12: invalid multibyte char
archive-tar-minitar-0.5.1.gemspec:12: syntax error, unexpected
tIDENTIFIER, expecting keyword_end
...d heavily on Mauricio Fern?ndez's implementation in rpa-base...

file
archive-tar-minitar-0.5.1.gemspec:12: syntax error, unexpected $end,
expecting keyword_end

So that looks like ruby straight up to me...

For someone debugging this... you don't need to install everything....
You just need the following file:
