The open-uri problem is due to a change in instance_eval

Around about line 385 in open-uri.rb, it does:

       obj.extend Meta
       obj.instance_eval {
         @base_uri = nil
         @meta = {}
       }

In HEAD, this does NOT set instance variables in obj. As a result,  
open-uri fails later.

Changing the lines to obj.instance_variable_set(...) makes it all work  
again.

However, if I extract those lines out to make a unit test, I can't get  
it to fail, so there must be some kind of environmental issue.

Obviously I could get open-uri working again by patching the  
instance_eval to use instance_variable_set, but I'm guessing this  
instance_eval behavior may not be intended.

I can keep looking at this in the morning, but I'm hoping that this  
might be related to the move of instance_eval into BasicObject, and  
that someone might go "ah ha!" and fix it with a flash of genius.
